DeWitt Partner Douglas H. Frazer Published in Wisconsin Lawyer

DeWitt LLP is pleased to share that Partner Douglas H. Frazer has been published as the lead article in the February 2026 issue of Wisconsin Lawyer, the official publication of the State Bar of Wisconsin.

Frazer's article, “Wisconsin’s Northern Border Conflict Revisited,” explores the boundary dispute between Wisconsin and Michigan that was ultimately resolved by the United States Supreme Court in 1926. In the piece, Frazer examines the legal, historical, and practical complexities involving the controversy—highlighting how long-standing territorial disputes can hinge not only on survey issues but also on principles akin to laches and reliance.

Frazer revisits the origins of the dispute dating back to the Northwest Ordinance, the Toledo War, and Michigan’s later state constitutional boundary description. He analyzes the Supreme Court’s unanimous decision that affirmed Wisconsin’s boundary claim. 

Frazer is a partner in DeWitt’s Metro Milwaukee office and brings more than 40 years of experience representing individuals, corporations, partnerships, estates, trusts, and not-for-profit organizations in tax matters. Specifically, his practice focuses on examinations, collection activity, litigation, and appeals in federal and state forums. Frazer is also a frequent author and speaker on tax-related subjects and has written extensively for both legal and general publications.

Frazer earned his J.D. from Northwestern University School of Law and his B.A. in history from Oberlin College. He is admitted to practice in Arizona and Wisconsin, as well as before the U.S. Supreme Court, the U.S. Court of Appeals for the Seventh and Ninth Circuits, multiple U.S. District and Bankruptcy Courts, and the U.S. Tax Court.
